Rage of the Ursauk
(2 items) Adds 1487 Offensive Penetration

(5 items) When you deal damage with a Heavy Attack, create a 12 meter area for 12 seconds that grants Empower to allies inside, increasing the damage of their Heavy Attacks against monsters by 80%. This effect can occur once every 8 seconds.
As a mag sorc, you'll need a source of Empower and this set will make sure it's always up while still being able to use both bars.
If you're going one bar then Oakensoul will let you use a different set, since it grants empower.
I personally will be pairing Rage of the Ursauk with Infallible Aether, one piece slimcraw, and 1 piece mora's whispers. Different setups can work, but you'll need empower if you're focusing on heavy attacking.

I would never waste a 5 piece bonus on empower. You can get this from mages guild skills, for 10 seconds after casting one. You can use degeneration or scalding rune.
Noble duelist, undaunted unweaver are both good heavy attack sets, so is sergeants mail on jewelry + weapon.
Knight slayer may be an option as well for fighting bosses.
There's also the possibility that you may be low on crit chance if you use double heavy attack sets, so something like medusa, tzogvins, orders wrath might be good as well. But this would need testing.

They should be changing queens elegance to a longer buff duration, now.
And the "use a heavy attack to buff heavy attacks" was... ehm... flawed from the start.

I took Noble Duelist and Undaunted Unweaver with Maelstrom backbar and Maw of the Inferno. Heavy attacks and pets went well together. My empower would come from Mages guild passives after casting Scalding Rune.
But now, I found it is better and easier to go Oakensoul. The pets are just nerfed too much and would be single target only anyway. And 100% uptime on empower, with óut thinking is really great.
I have a complete AoE setup now, for this charcter, with the old sets minus the Maw plus one piece Slimecraw:I use a shock glyph for concussion on a sharpened Lightnig Staff, because in SOLO PVE I do not get 18200 pen alone. In group PVE I have a precise Staff. Blue Food is enough, Tri Stat Pots and the Thief Mundus. Shadow is equally good.
- Razor Caltrops for Major Breach
- Unstable Wall of Lightning for Off Balance and damage
- Lightning Flood for damage
- Crystal Frags for procs and passive(s)
- Crit Surge for healing or Bound Aegis for defense
- Greater Attro, for the Bosses, Ele Rage for Trash
That is such an easy setup, u cannot go wrong. It will eat World Bosses and Dungeon Bosses SOLO. No problemo.
If you are good at reading Bosses and seeing their heavy attacks coming, you can even SOLO Base Game veteran Dungeons.

Most likely Crit Surge. It is my Defense Flex Spot on that build. Only if things are really dire, I'll give up Lightning Flood and use two defense skills.
Although, in that case it is not so much, Flappy deals about the same damage single target as Flood. Just a little less...
If you're heavy attacking with a lightning staff:
1. Noble Duelist's Silks - body
2. Sergeant's Mail - lightning staff, 2 jewels, 1 body
3. Oakensoul mythic ring
4. Kra'gh or similar monster set 1-piece for penetration
Staff should be lightning, charged trait, shock glyph
You will get the heavy attack buffs from the 2-sets above, concussion/off-balance from the staff glyph and trait and using a Wall of Elements morph, and empower from the Oakensoul ring. All divines armor with the lover mundus. All points in max mag. I used this build to easily get on the leaderboard of vet Vateshran arena without even trying and can finish in well below an hour. Cast Boundless Storm and Crit Surge while running in, use the Wall of Elements morph, and then just heavy attack away on monsters in the wall of elements AOE. Use pets too if you want or slot something like Bound Armaments and Dark Conversion for a self-heal.
Speed and AOE damage
The heavy attacks with this exact build do so much damage that literally nothing else matters. That is the point of the build. Basically just heavy attack and melt everything with massive AOE. All the other skills are irrelevant. Pick whichever you feel is best. The only exception is wall of elements morph to get concussion and off-balance.
