Best Heavy Attack set-up

High Elf Magicka Sorcerer Champion Point 1841, PvE play only. I want to create a heavy attack build for this toon. What sets do you think will work the best. Thank you.
1) Infallible Mage - Sergeants Mail - Domihaus
2) Arms of Relequen - Kinra's Wrath - Maw of the Infernal
3) Grave Inevitably - Kinra's Wrath - Slimecraw
• Dual lightning staff's ( precise & infused traits) spell/weapon damage & magicka damage/magic restore glyphs - spell damage glyphs & bloodthirsty trait x3 - seven light in divine - the Thief mundus stone.

    Rage of the Ursauk
(2 items) Adds 1487 Offensive Penetration
(3 items) Adds 1487 Offensive Penetration
(4 items) Adds 657 Critical Chance
(5 items) When you deal damage with a Heavy Attack, create a 12 meter area for 12 seconds that grants Empower to allies inside, increasing the damage of their Heavy Attacks against monsters by 80%. This effect can occur once every 8 seconds.

As a mag sorc, you'll need a source of Empower and this set will make sure it's always up while still being able to use both bars.

If you're going one bar then Oakensoul will let you use a different set, since it grants empower.

I personally will be pairing Rage of the Ursauk with Infallible Aether, one piece slimcraw, and 1 piece mora's whispers. Different setups can work, but you'll need empower if you're focusing on heavy attacking.

    • Parse Food for PvE:(DPS) Ghastly Eye Bowl (increases Max Magicka by 4592 and Magicka Recovery by 459 for 2 hours).
    • Gold/Purple Food for Sorc PvP and Meme Tanking:(PvP) Clockwork Citrus Filet (increases Max Health by 3326, Health Recovery by 406 [useful if stage 1 vampire], Max Magicka by 3080, and Magicka Recovery by 338 for 2 hours). Witchmother's Potent Brew (Increase Max Magicka by 2856, Max Health by 3094, and Magicka Recovery by 315 for 2 hours.
    • Trash Potions when feeling cheap: Regular CP150 Essence of Magicka pots that I obtain frequently from playing the game or Crown Tri-Restoration Potion obtained from dailies.
    • Crafted Potions: Essence of Spell Critical (Bugloss, Lady's Smock, and Water Hyacinth). Without magelight this is my primary means of obtaining Major Prophecy on my Sorc, which increases my Spell Critical Rating. This also heals and restores magicka. Essence of Immovability (Columbine, Corn Flower, and Wormwood). I use this in PvP, since this gives me stealth detection, knockback immunity, and restores magicka (better to use it when competent allies are nearby, since it might reveal that you are surrounded by multiple players in stealth and you will not have an emergency pot available after use). Essence of Invisibility with only 2 ingredients (Blue Entoloma, Namira's Rot, Nirnroot, or Spider Egg). I use this in PvE content that requires stealth and if I need more speed I'll use Rapid Maneuver before using the potion. Essence of Invisibility with 3 ingredients (Blessed Thistle, Blue Entoloma, and Namira's Rot). Very useful in PvP alongside the vampire Dark Stalker passive, since you'll be invisible, ignore movement speed penalty while in Crouch, and you'll have a 30% movement speed boost from Major Expedition (I always have this slotted when riding from point A to B in PvP land, since gankers are always lurking). My templar will mostly use Essence of Health (Tri-Stat Potion) Ingredients: (Mountain Flower, Columbine, and Bugloss).

Kinras is not a good choice for four man content but is for trial groups.

Agree on Ursauk unless you've got a provider of empower in a structured group (eg Galenwe). The PvP ganksorceror builds are also worth looking at. They've nerfed them in PvP with the empower change (and that was much needed) but the pre U35 "stack everything on a heavy attack and kaboom' builds have much relevant to PvE heavy attacks (especially with the empower tweak).

I had the same High Elf Sorcerer once.
I took Noble Duelist and Undaunted Unweaver with Maelstrom backbar and Maw of the Inferno. Heavy attacks and pets went well together. My empower would come from Mages guild passives after casting Scalding Rune.

But now, I found it is better and easier to go Oakensoul. The pets are just nerfed too much and would be single target only anyway. And 100% uptime on empower, with óut thinking is really great.
I have a complete AoE setup now, for this charcter, with the old sets minus the Maw plus one piece Slimecraw:
    • Razor Caltrops for Major Breach
    • Unstable Wall of Lightning for Off Balance and damage
    • Lightning Flood for damage
    • Crystal Frags for procs and passive(s)
    • Crit Surge for healing or Bound Aegis for defense
    • Greater Attro, for the Bosses, Ele Rage for Trash
I use a shock glyph for concussion on a sharpened Lightnig Staff, because in SOLO PVE I do not get 18200 pen alone. In group PVE I have a precise Staff. Blue Food is enough, Tri Stat Pots and the Thief Mundus. Shadow is equally good.
That is such an easy setup, u cannot go wrong. It will eat World Bosses and Dungeon Bosses SOLO. No problemo.

If you are good at reading Bosses and seeing their heavy attacks coming, you can even SOLO Base Game veteran Dungeons.

I pulled 60K DPS easy before U35 with Seargants Mail + Maw of Infernal + Tzogvin, and I'm pretty sure I left some DPS on the table before I walked away after they announced U35. I was thinking of dropping Seargants for Queen's elegance though now that empower is buffed.

They should be changing queens elegance to a longer buff duration, now.
And the "use a heavy attack to buff heavy attacks" was... ehm... flawed from the start.

I would never waste a 5 piece bonus on empower. You can get this from mages guild skills, for 10 seconds after casting one. You can use degeneration or scalding rune.

Noble duelist, undaunted unweaver are both good heavy attack sets, so is sergeants mail on jewelry + weapon.

Knight slayer may be an option as well for fighting bosses.

There's also the possibility that you may be low on crit chance if you use double heavy attack sets, so something like medusa, tzogvins, orders wrath might be good as well. But this would need testing.

Skill slots on a 2 pet sorc are at a premium, so sometimes you just can't fit all the skills you want/need. Under those circumstances, I could justify using a 5th piece bonus for empower, depending on what other stats you are getting with it.

Yeah I'm not crazy about the design or short duration, but it also seems like it would have a fairly high uptime without much thought, which is one of the reasons why I considered it.

    My plan is to run:

    Oakensoul
    Maelstrom Lightning
    2 piece Maw
5 piece of one of these sets: Sunderflame, Kinras, Galerion, Grave Inevitability
    2 piece Trainee

Not entirely sure on the 5 piece set just yet. The major force from that new set is very interesting. Galerion and Sunderflame are more flavor than anything. And Kinras is pretty tried and true.

If you wanted to run a pet for the burst heal, what would you give up? Lightning Flood?

Don't forget Storm master set from Tempest island dungeon.

    ArmorSet bonus
(2 items) Adds 657 Critical Chance
(3 items) Adds 657 Critical Chance
(4 items) Adds 129 Weapon and Spell Damage
(5 items) When you deal Critical Damage with a fully-charged Heavy Attack, your Light and Heavy Attacks deal an additional 1542 damage for 20 seconds. This effect can occur once every 10 seconds.

Rare bonus to light attacks as well.

How about Grave Inevitability for group play?

But I must be dubious about the tootip, which appears to give the wearer permanent Major Force and groupmates permanent Minor Force. That can't be correct.

Most likely Crit Surge. It is my Defense Flex Spot on that build. Only if things are really dire, I'll give up Lightning Flood and use two defense skills.
Although, in that case it is not so much, Flappy deals about the same damage single target as Flood. Just a little less...

I think the other problem with Queen's elegance is the other stats on the armor are not great. It needs more spell damage/crit in order to compete with other sets. I've settled for Grave Inevitability and Infalliable ether for group buffs, with the other pet sorc I run with running Seargants Mail and Rage of the Ursauk. One of my other group members is looking to obtain Roaring Opportunist to run along with the group buff theme.

if you run the pets, you basically have to run daedric curse which makes the pets deal +45% more dmg to the cursed target (including the atro)

a common setup ive seen for sorc heavy (using oakensoul) is unstable wall for off balance, 2 pets, daedric curse and then crystal weapon (which adds more dmg to light/heavy attacks, even with its nerfed state)

If you're heavy attacking with a lightning staff:

    1. Noble Duelist's Silks - body
    2. Sergeant's Mail - lightning staff, 2 jewels, 1 body
    3. Oakensoul mythic ring
    4. Kra'gh or similar monster set 1-piece for penetration

Staff should be lightning, charged trait, shock glyph
You will get the heavy attack buffs from the 2-sets above, concussion/off-balance from the staff glyph and trait and using a Wall of Elements morph, and empower from the Oakensoul ring. All divines armor with the lover mundus. All points in max mag. I used this build to easily get on the leaderboard of vet Vateshran arena without even trying and can finish in well below an hour. Cast Boundless Storm and Crit Surge while running in, use the Wall of Elements morph, and then just heavy attack away on monsters in the wall of elements AOE. Use pets too if you want or slot something like Bound Armaments and Dark Conversion for a self-heal.

Why do you use Boundless Storm when you already get Major Resolve from Oakensoul?

    Speed and AOE damage

In that case, I would run hurricane. Less top speed as its only minor expedition, but its for the duration of the skill, so the speed buff is 20 seconds instead of 4. Its also more damage over a larger area. It shouldn't be an issue from a stamina standpoint to cast hurricane once every 20 seconds, and it does scale of your highest stats.

That said, I feel like their might be better options if I am being honest. That skill is balanced assuming its giving you major resolve, which oakensoul already gives you. From a pure damage standpoint, there are probably better options.

The heavy attacks with this exact build do so much damage that literally nothing else matters. That is the point of the build. Basically just heavy attack and melt everything with massive AOE. All the other skills are irrelevant. Pick whichever you feel is best. The only exception is wall of elements morph to get concussion and off-balance.

I run Grave Inevitability and Storm Master on my solo/duo build. See https://eso-hub.com/en/builds/rauyran/f5e4d6ac-92ad-4eef-8c14-b4549f1e9ea7/one-bar-solo-sorcerer-lost-depths for the build. 4 lines of extra crit helps dps and healing from crit surge, plus all the extra crit damage from major force.

Noble duelist has 2 lines of spell damage that hardly affect heavy attack damage and requires you to be in melee range. Sergeant's mail has a useless line of health and health recovery which are superfluous with critical surge.

And both are 100% needed to get the highest possible heavy attack damage in the game. I see ticks in the mid 30ks at least. If you actually play the build the way I described you'll see why it blows everything else out of the water. if you just look at it on a forum maybe you won't understand. This build is for people triggering concussion/off balance by using WOE and heavy attacking only. If you're using another play style this build is not relevant.

    yes
any class, any race will do for decent results
The basic is the HA with empowered and sets fitting there with LA on the body giving penetration.

For situations where you use a companion, you can use the companion to get your off balance.
Isobel and Bastian can deliver that, whereby Bastian can give a buff as well on HA attacks which makes Bastian my favorite support for my comfort casual HA build
