With the current PTS iteration of Empower and Oakensoul, you can treat Overland ESO like it's Skyrim where you use just use your mouse to attack and occasionally hit some different buttons to toss a spell/ability. The thing is, it feels significantly worse than Skyrim. I played a bit of Skyrim to confirm it wasn't just rose colored glasses and it's not. Skyrim combat feels significantly better than ESO when you are doing the same exact style of attacks. I think a big part of this is the visual design of heavy attacks in third person in ESO isn't that great and in first person ESO feels too flashy/disorienting which is kind of odd to say as things can be flashy in Skyrim such as bound weapons but still not feel as bad as ESO does.

If the changes to the Heavy Attacks are going to be a temporary thing it's not worth spending the resources to mess with it as animation isn't cheap and lots of players likely will not be getting into the Heavy Attack stuff anyways. But, if it's going to be like this for years, it might be worth looking into if improving things could viably be done as it's kind of awkward to be playing a game in 2022 that feels worse than a game from 2011 when doing pretty much the same things especially when Skyrim's combat wasn't that great.
