Nothing about boss damage lowered while heals still nerfed?

Ok so a boss with less health should take less time to kill, but in the meantime it still gives out damage ticks every 0.5 or 1 second while some heals are still only ticking every 2 seconds and the nerfs remain. This can't be right surely?
