Content changes in just two weeks?

In what universe is two weeks enough time to balance content changes to every single dungeon and trial in the game? and enemy damage output isn't even going to be touched?

I did not personally test it and saw it myself but people have shared screens and they indicate ten percent health reduction across the board. Both bosses and trash mobs.
