Is 2 second DOT for monsters too ?

If the 2 second DOT was meant for server calls, is this restriction being placed on monster attacks as well ?

    No, of course not.
    Because monster attacks fall into the responsibility of the Encounter team, not the Combat team, and until very recently, these two obviously never talked to each other.

    If so, then this is another unbalance. Surely the monsters make server calls too.

    I'd expect them to deal a flat amount of damage, so there isn't much calculation needed. All the calculations needed probably are due to the character's defensive and offensive stats.

    I don't think it is a matter of them not talking, I think it is a matter that the Combat Team went too far out of the spec that veteran dungeon and trial bosses are set for. As I see it, the Combat Team nerfed player damage so much that the Encounter Team came along and nerfed the bosses in response.

    Probably would have been easier to not nerf the player damage and then they wouldn't have had to nerf the bosses, but... ¯\_(ツ)_/¯

    It's not just that.

    There was an interview with Finn the Dungeon Guy a few weeks prior, where he basically said that they're trying to make fights more mobile, and that they balance trials at the harder end when they come out, and later adjust downward, not the other way around, because they can't take away progress that players have made.

    And then the PTS for Update 35 comes along and more or less ignores those two rules - area DoTs need the enemy to stand still for long periods of time, and damage in general is heavily nerfed. It also ignores their newest content, where fast-ticking DoTs scaling with health are used quite liberally to create heal checks; instead, #35 also makes HoTs tick slower. Plus Gilliam's claim that #35 was tested by whacking the dummy (instead of, let's say, on Taleria HM).

    When the excrement started to collide with the rotary air distributor, Finn tweeted basically "nah, everything's fine, we don't see any reason to react".
    And only after that didn't calm things down (no surprise), he performed a u-turn and announced that boss health would be reduced. (No info on boss damage, though.)

    So, all things considered, I'm fairly confident that somewhere in the process leading up to #35, internal communication broke down dramatically. I don't want to speculate how their teams usually operate - for instance, whether the Combat team actually knew at all that health-scaling DoTs ticking twice every second are a thing, or whether all Combat changes need to be run by the Encounter and Itemisation teams, or how these work together in normal times. In this case, they didn't work together at all, and are now trying to control damage a bit.

    i still think, if players are getting nerfed to 1 sec AOE 2 sec sticky, then so should the mobs/bosses. I have encountered too many 1 sec sticky's that are just too strong. by the time you realize you have a DOT stuck on you, its too late to counter with a sticky HOT that can match it.

    Of course not! Monsters still use the skills of 2014, which have changed over 8 years. And the monsters still haven't installed the patch. Unlike players, they have the option not to install bad patches.
    No more levels and skills, only degradation!
