As far as I am aware, It is not fully charged heavy attack, nor it is a "click" for light attack. Medium attack (I think) scales with how long you hold the button, and the trick is to make it short enough so you can still have time to cast other abilities, but you get good damage and 80% dmg bonus from "new" Empower buff.

Edit: I watched some PvE-ers that do harder stuff and they all say that medium "waving" is way harder than light attack "waving", as you have to not just "click" for light attack between skill casts, but you have to "hold mouse button" to begin charging your attack, but in orderer to know what is the optimal time you have to practise it a bit - so the "skill gap" may actually get wider, as 80% DMG bonus of Empower buff will be used for medium waving too.

Exactly. Medium weave gonna be the new meta with resto as pts stands currently
