Nocturnal's ploy is likely going to decimate PVP for many people if it goes live as is. It needs to be scrapped altogether.
As for most of the other sets, I don't understand why zenimax has decided to take the approach of making everything some sort of damaging proc set. I understand that stat sets can be tricky as you can only get so creative with flat stats, but there are plenty of unique things that could be done to create useful sets that don't deal damage for you.
For example, you could have weapon and spell damage sets that add a flat percentage value to your WD/SD, so they'd become more powerful the higher you stack those stats. You could create a monster set or mythic that provides a bonus like "gives your attacks a 50% chance to bypass your opponents block". You could create a set that provides a significant damage boost for hitting a specific threshold, i.e "when you have 50% or higher critical chance, increases your crit damage by 20%", etc.
Nocturnal is a broken overpowered PvP debuff set (though gets bricked by Oakensoul, gotta keep selling the nerfed version somehow). The one I really don't understand is Langour of Peryite, a single target sustain debuff on a 10 second cooldown, it's the same type of "screw you random individual" unfun that Nocturnal is, though obviously not as powerful, probably not competitive either. They must have forgotten how much players hated when resource drain poisons were everywhere. I'm indifferent to the rest, none of them will help PvP pugs close the gap against comp groups. Maybe the group Empower one will help casual PvE groups.
I would have liked to see some Ravenwatch-enabled sets in the patch rather than blasting us with yet another towering array of gimmicky proc sets.
Several of the new sets dish out buffs that are very easy to source from other sources, such as Stone's Accord being a 5-piece set that is literally the same thing as Combat Prayer and Pangrit Denmother being a poor-man's Yolna.
Others are just watered-down reincarnations of skills that used to be in the game, such as Euphotic Gravekeeper being basically what Ball of Lightning used to be - just worse.
I would also like to finally see a BLEED DAMAGE monster set. There are ZERO that exist in the game, while at the same time we have like 999 Flame, Magic, and Physical Damage sets. We also desperately need more for FROST and DISEASE.
The new set from the dungeon that's Kinra's but for Major Force was probably a contributing factor to their decision of removing Major Force from Oakensoul. Think about it; two competing sets with one only requiring one piece to have the buff, it's no wonder they removed it from the ring. It's been a common move by the current ESO dev team to nerf mythics after release to help hype up the new sets they come out with. But it's probably good regardless, at least until organized trials. It's good through vet dungeons that is.
If Nocturnal's Ploy will go live in the current state or even remotely similar state - I am switch to no-cp / no-proc. But if no-proc will be kinda dead - then I will stop PvP-ing & find a different game to play (I will still login for Endeavours & daily crafting though).
Most of the new sets that have been released are boring and generic stat boosts that don't really help niche builds become better. I think they really need to lean into more stuff like frostbite tailored to make those types of builds actually want them because they're BIS.
