It seems like ZOS goes through this constant system revamping at least once a year but more like two or three times per year and I really do not understand why.
Their current claim is that they want to narrow the gap for those players who are new or who are casual so they can be competitive with the more experienced/expert players. IMO this is the worst thing you can do. This game is already easy to play and level so why make it even more so. Before long the game will be playing for you and all you have to do it sit back and watch.
Is ZOS going to hand out 10 to 100 million gold to only new players because they are poor and there is a gap? I doubt it but who knows it could happen.
Is ZOS going to give all the new players all the gear so they can be on the same page as those who have been playing for a long time as there is a gap? Again I doubt it, but it could happen.
Is ZOS really going to close the gaps that exist or are they catering to a specific crowd? This will not close any gaps and it should not but I do believe they are catering to the PVPers. Some games take some time to master and become very proficient at and this is one of them but you can play, enjoy, and become successful.
Those who enjoy developing new builds will do so, publish them, and end up doing tremendous amounts of damage and those like myself will be mediocre even with their builds. I am okay with that and that is how it should be. I do not swap bars very well, my builds are okay, my gear is okay and as long as I can solo most things, get through 4 man content, and the occasional 12 man content, then I am good. I play the game the way I want.
The game was meant to be played how you want:
Thief
Assassin
Dungeon Crawler
Merchant
Crafter
Relic Hunter
PVPer
etc
So why this drastic change to game content? I think it is to cater to those who want to PVP and are complaining about gear, skills, players, etc. This is the real gap they are trying to close but that is not possible either in a PVE/PVP game.
Every MMO game that I have played that included PVE and PVP has failed miserably at one or the other. I played UO for years and loved that game but I hated PVP and still do. In UO they ended up creating a new world where there was no PVP which had more expansions than the PVP world. So what happened to the PVP side, it went down to almost nonexistent and if you ever entered that world you were killed almost immediately so most people avoided it all together. PVP to me is not fun and the majority of the players are PVE who have no interest in PVP or who want to PVP every so often.
By catering to the PVPers, they are now nerfing the PVEers which will make all the PVEers complain and then they will revamp the system to accommodate the PVEers and the PVPers will complain so we will continue to go through this cycle again and again and again. Then on top of that, we will have to wait hours, days, or weeks for everything to get fixed for the most part so the game is somewhat playable and enjoyable. So why not just rewrite the code to leave or slightly modify the PVE side but nerf the gear/skills that the PVPers want on the PVP side? With the computers/servers we have today and the coding it should be possible to add another parameter such as PVP and PVE that when you load into one or the other, the game automatically scales the equipment/skills/and whatever else needs scaling accordingly.
