eso.exe Entry Point Not Found

Downloaded and installed, and when launching game the status bar says 'initializing' but goes no further and the 'play' button is lit up but I get this error message when I try it:

the procedure entry point GetLogicalProcessorInformation could not be found in the location in the dynamic link library kernel32.dll
