Is Caluurion's Legacy bugged?

So, since High Isle has been added on xbox, caluurion started getting bugged, at least for me and for a couple of friends i run with. Basically 50% of the times there is no animation to the proc and 1/10 times it won't even proc. I don't think it's just us because i saw this topic on the pts before the expansion officially released :

Now, is it something that can easly be fixed? Is anyone aware of this bug? If you need more proof i could add a clip here to show it.

i think a similar issue has been happening to valkyn skoria too

like it feels half the time it procs i see the meteor circle under the enemy but there is no actual meteor

i have not scrutinized dmg logs to determine if this was purely a visual issue or if it is flat bugged and not doing anything when it procs

I also noticed this from Valkyn Skoria proc.

In a BG match, I saw the animation under my feet indicating I was about to receive a Skoria proc. However, it never procc’ed and I did not receive the damage. It happened a few times throughout the match.

I haven’t been paying attention to Caluurians.

True, i have noticed that too. It seems that caluurion gets bugged if you don't swap bars. I was trying to use it with oakensoul but it gets bugged visually at least after 1st proc. If you swap bars (obviously, without oakensoul) then it seems to be fixing itself.
