ZOS Can You Explain Why The Patch Update Stuck at 5%?

What is the solution for this? Updating on Steam using Windows and trying to update PTS. Patch is consistently stuck at 5% complete even though enough HD space exists. Is there a solution for this somewhere on the PTS forum? I can't find one on here and Google is no help.
