Unable to Update The PTS Server (Steam)

I'm on Steam. I've been completely unable to patch the PTS for the new Chap DLC. The patch process gets to 5% or so before forcing a fatal error in Steam and forcing Steam to close? It's so bad that I'm forced to RESTART my PC to reaccess Steam. Because the steam Launcher .exe won't work anymore??
Is the PTS no longer available for testing now that the new chapter has been released? Or is the PTS only now available for ppl who've actually bought the new Chapter?
edit: I have ESO Plus (but this probably doesn't matter), and play on NA server using Windows. Also bought/own all the Chapters up to and including Blackwood.
