... Anyone else finds Ember's voicing exceedingly weird?

Absolutely. I'm from the Caribbean and I sound like it because I was born and raised here, but my own countrymen take me for a tourist all the time because I don't look like I belong here at all. And traveling is always funny with the weird looks I get when I open my mouth. So I have a particular soft spot for characters who are atypical examples of their races - I have an Altmer who was raised by a Khajiit/Argonian couple and wears a kilt, a Breton was raised in Oblivion and acts much like a Daedra, a Bosmer obsessed with the Dwemer, etc. Ember fits in just fine.
PC NA, CP2200+. Character creation is the true endgame.

I have been listening to a few more of her lines, maybe it was first impressions that threw me off, I do not really care if Khajiit do not use the "this one" and such grammar, I prefer to hear that. But, she does have a slight accent I pick up on, what bothers me (not deal breaker) is that her accent goes in an out with different lines, there one sec, gone the next line.

I will consider HI when it goes on sale, I wanted to buy it just for her because she fits my character's personality a lot more. (sorry Mirri, I still love you :'( ).

Ok, and for the "she grew up among bretons" argument. NOPE.

    Again.

She grew up in Skywatch among other Khajiit, per her own story.

Don't know if someone mentioned this already, but you really should hear her houseguest line about it lol:

I much prefer her voice as it is!

    That's grammar, not voice though.
(Been mentioned at least thrice already)

I can't upload a picture of her voicing it, but she's also attempting the khajiit accent in that line.

Per her 4 quests, she only grew up with 1 other khajiit in Skywatch. Her other friends were a bosmer and a redguard. I've yet to hear about her life before them, or what her family was like.

This one has not yet met them... and is already prepared to be disappointed :(

Speaking of "this one." Have you noticed that the Khajit story lines on High Isle don't speak like the older or other Khajits? The Pirate there actually said "I" a few times and never this one or that one. I was thrown off but I have noticed that with other Khajits on high Isle.

Did they change the Khajit's speech pattern? Their grammar?

I tend to agree here, if she grew up without other Khajiit's around yes, but it was another Khajiit in her group with Khajiit speak and plenty of other Khajiit there.

On the other hand that was then she was a kid to teen, she learned speaking as an toddler.

I like Ember a lot. And whilst her accent & speech is not traditional Khajiit, it’s not a problem for me. She sounds youthful & enthusiastic, which fits her character.

Her eyes, though. Too yellow & a bit odd looking.

Her dreads? Seeing as my Khajiit warden has the same hair, I obviously have no problem with them. Dreads are mighty. 😁

Her odd eyes are kinda a part of her story.

    Her dreads though 🤣

It so happened that from behind or from the side, Ember looks EXACTLY like my daughter's main character, and I've been trying to open trade by pointing at Ember instead of her all too many times.

Za'ji tends to speak in the weirdest way in High Isle, too. In quite a few dialogs, he starts off with "This one", then in the next sentence within the same reply goes with "I". Then the next reply, he again opens with "this one", switching to "I" next sentence again.

... I know, I know, it's Breton territory, and the moment he got there, he grew up among Bretons. /sarcasm.

Now that I have her as a companion, no, I don't find it weird. I find it perfect for a youthful Khajiit, eager for adventure, and the occasional misadventure.
