What is accessibility mode for ESO? ( Like it says voice)

@baratron we’ll pass this question along and get an answer from the dev team. Just as a heads up, we plan to do an accessibility deep dive prior to High Isle launching to give more context to upcoming changes. So also keep an eye out for that.
Still waiting on this. As far as I can see it just disables mouse and keyboard commands, but lets you do everything with gamepad mode including character selection screen once the game launches. Basically you turn your PC version into the console version with addon support. I don't understand the point of disabling mouse and keyboard though.
So it enables the gamepad UI regardless of what inputs you're using? Is that it, or is there more?
I'm not complaining about it either way, I can see how that could be useful, but 'accessibility mode' could mean a lot of different things so on it's own the name is pretty ambiguous.
