Just ran a trial with several people with this style and it is absolutely horrible. The noise when people bar swap is very distracting.
For goodness sake at least turn that off during combat and tone down the colour.
100% would have bought this because it looks great, but not buying it and will ask others not to run it in trials/dungeons while it is so intrusive.

Beating a very dead horse. If you do a search you will see all the past requests for ways to turn down/turn off effects.
It wasn't written into the original code, and afaict, they have no (easy) way to implement it.
Over the years I've tried various things, nothing works.. even turning my screen to grey abolishing all definition, the games flashy effects come through (on top?) bright and clear. It's obnoxious.
*The developers do not care because they keep adding more even with all the pleas.

The problem isn't that other people like flashy, it's that the game lacks accessibility options that let people block effects that give them pain. ZOS really needs to introduce a setting for that. I have no problems with lights, but even I find the bright flash when doing Zahari's fill soul gems with daedra excessive. I consider this to be a huge failure on ZOS' part.

I agree. I think it's time for an option in the settings to turn effects and flashes off ie an accessibility option that only affects what you as a player see. That way people can have their own flashiness but a player can choose not to see them.

I believe that there should be settings to adjust elements in the game that can effect people. That being said, I rather like the flashy stuff in the game.

The flash effect either needs to be toned down or removed because this is a seizure risk.
Edit: let me clarify, not talking about the effects on the weapons, I'm talking about the bright flash the occurs when you pull the weapons out/bar swap.

Agree. This is a good solution. If you're using it you see and hear the effect, but others don't.
While the draw / bar swap effect is the worst offender here, would prefer if the redish-black effect on them had opacity tuned down a bit too, so details on the weapons are more visible when drawn out. They're gorgeous and it's a shame to not see them most of the time. Thoughts?
