Growing Swarm - Stamden's Bugged Bugs?! DoT ability doesn't apply through Block

Warden's Growing Swarm stamina ability does not apply through block on the live patch, and it has been this way for awhile. Both the base morph and the magicka morph apply through block, as all other DoTs do, so why doesn't Growing Swarm?
Can anyone on the PTS test this ability and confirm that it is still bugged? I am 99.99% sure it still is.
As it stands, most players are either rolling or blocking the majority of the time when they're targeted in combat, meaning that this ability fails to be applied. It doesn't apply thru block, and it doesn't apply through dodge. It is a sheer waste of stamina and a GCD. Please fix this ability to make it perform like its base skill, other morph, and all other DoTs.
