No-Proc Shapeshifter's Chain fix?

On ZoS's original list of items that were supposed to work in No-Proc PvP, Shapeshifter's chain was listed but has never worked to my knowledge.
With the current PTR changes to the item, is there also a plan to correct it to work in no-proc as it was originally intended?
