Delay in commands while holding down controller buttons. Anyone else having this issue?

On the PTS, most of the time, I get a fairly long delay in commands when holding down a button on my Xbox controller. I have the X button being held down as my weapon swap, and it usually takes maybe a quarter-second for it to swap. But with the delay, it's taking a half second or more to just register the command. Same with my Sprint and mount buttons. I don't know if this intended, but I can't find anything about it on the patch notes.
