PTS does not create User Settings on a Clean Installation (And How to Fix)

OK ZOS - I clean installed the PTS this morning and when I launched the game the creation of the User Settings document fails. Basically it doesn't happen. I got stuck with no E button to press to continue the process. To fix this I copied the User Settings file from the LIVE Server over the PTS and manually edited it so that it would point to the PTS instead of the LIVE Server. Surely this has already been reported and if it has this thread can be closed. I am just bringing it up because a lot of people might be in the same boat and don't know that they can fix it and I have provided the fix here until it is officially fixed by ZOS and this issue needs to be addressed pronto as my fix is the only way into the PTS right now if you are new or you reinstalled like I did. I upgraded my PC to Windows 11 wiping out everything which is how I caught this issue. If I were ZOS I would put the game into Maintenance right away for this because my fix bypasses all of the agreements you are supposed to accept when new or like me trying to create a new User Settings because you reinstalled the game.
