Does anybody have a steam account with a second player account purchased from Zos on the same PC? I originally purchased from steam and would like to add an account but afraid it will break my steam account.
While the accounts I've bought and play regularly are all non-steam (and not linked to steam) PC accounts, I'm certain I've used a steam account during during the free play in years past without issues.

Yes.
If you want a second account where one runs on steam and one runs without, then purchase on a new account on a new id. You can run both accounts on the same PC, no issues. You can even use the same install. The non-steam account can't be launched from steam, though, since steam logs you in automatically using steam. You have to run the game outside of steam, from the folder or make a shortcut. It works fine, though.
You can use 2 ESO Steam account on the same PC just fine, but you can't be logged in to both at the same time since Steam does not allow for more than 1 instance. If you want to be able to switch between them on the fly(individual inputs), you'll need 1 Steam and 1 ZOS.
And ofc, controlling 2 accounts with the same input is always disallowed.
