What is the least populated zone

Not THE MOST underpopulated but both Elsweyr and Greymoor highlighted the problem of introducing world events (dragons and harrowstorms) that assume absolutely massive population levels. Once everyone's done the chapter, they become fiendishly difficult / impossible to do.

I don't know about dragons yet but I've never had problems doing harrowstorms, there's always at least 3-4 players there. [snip] I'd say one of the least populated is Vvardenfell, the whole area seems very empty outside Vivec (and public dungeons).

I'd guess some of the smaller dlcs ones might, as once you've done the story maybe less reason to go. But when I port round the main zones to open them up on alts, the one's I always find it hardest to get a port into (ie there's noone in my guilds in them) are malabal tor, and then maybe greenshade and cold harbour.

I did Elsweyr turn of the year and just finished Greymoor. It can be hard to find people to do dragons/harrowstorms during the day maybe, but had no problem later afternoon - early evening. Hell, if you start having a go, people will usually turn up; just slowly.

    Greenshade.
If the zone has no good sets and an unfavourable dolmen arrangement then there is no reason to be there beyond questing.

The no longer available tutorial zones are the least populated

    :p

    Haha this! :)

Personally I think it depends if there is an event or not, since zone-based events make people visit those places more. I feel that Shadowfen is one of the most least populated places as the crafting areas are far away from the wayshrine, there isn't much to do there after you've finished the zone and it's hard to move through the terrain due to all swamp/water. But during the Old Life Festival it's full of people doing the fishing quest.

    Clockwork City
As a person who frequently creates/deletes characters... I've recently created and leveled three... and each time I create a character I will 'jump to' trade guild members so that I can unlock wayshrines. What I've found is that there is hardly ever anyone from any of my five populated trade guilds in Clockwork City. I also find it hard to jump to Betnik or Stros M'kai as well, as they are small zones anyway, but hardly ever anyone there. Usually tho, I can jump to any other zone as there is at least one guild member in any of the zones at any given time.

My zone (yes mine I'm the queen jk) of Greenshade is never heavily populated and I prefer it stays that way.

Other than the occasional lead farmers that stroll in or xp farmers or node farmer or bot farmer farmerfarmer... there goes another farmer. Hated chasing off pvp farmers farming for Beekeepers when they were stacking health/regen. Unemptied treasure chest rates skyrocket during that meta in my zone.

    yay farm sims.

    Time to play some Stardew.

Malabal Tor is by far the least populated zone in the entire game.

Cause it sucks lol. That might be one of the worst zones in any game I've ever played.

Even questing is tiring there. That story line is so long it's like three zones stories all in one. The side quests are fun, but man does the story quest drag.

I picked Cold harbour because it's gated, and beyond weekend shopping and people trying to complete the main story, their is little reason to be there. You can't even pop in on alts unless you do all the zone quests in your alliance.

It of course varies, but I am going to put my money on like the third or fourth zone in each faction.

The earthforge or eyevea if these count as zones.

Northern Elsweyr's emptiness of players is one of the most disappointments to me. The region is simply an amazing work of art: lighting, design, lore and storytelling. And yet it is now a wasteland.

Blackwood, despite been a recent addition to ESO, is already almost empty of players. It's not a great region, but for the price we pay for it, I can't understand why it is so devoid of interest.

ZOS should find ways to renew interest to many regions. It's a shame that so many fantastic places were destined to be forgotten.
