Twitch drops?

Been watching streams with drops enabled on and off throughout the day. I'm not seeing any drops. I watched yesterday and got one crate, so it was working yesterday. Is this an ESO issue or a Twitch issue?
And I double checked that my ESO and Twitch accounts are still linked.
