Returning player - Discovered wayshrines missing

Hi everyone,
I just recently returned to the game after a break that has lasted for several years.
I just noticed yesterday that wayshrines I have discovered at an earlier point is missing in many zones. The exception is Stonefalls and Bleackrock Isle.
See the for instance the examples below (there are more zones with same issue). I did almost all, if not all delves, dolmens in some of the zones but all the wayshrines I have picked up along the way is missing.
I have made sure I don't have any addons enabled. I also checked the ESO subfolders in my Documents folder that there isn't any old files from several years ago.
Is there a way to fix this or do I have to run around and pick them all up again?

✭✭✭This is a "un-wanted" effect of the new UD33 that we warned them about.
If you reload UI or jump tp another zone and then port back, they should be correct.
But, when you log off and then log back in it will be the same again.

Golaz✭✭It's actually worse the just wayshrines missing, all the quests and skyshards seems to have reset as well.
Signing in/out or traveling in/out of zones or reloading UI doesn't reset anything.
The positive thing is that this issue is only on 1 of my characters.
The negative thing is it's happened on the character I want to play lol.
