For a while in GW2 there was a set that boosted loot drops. But it wasn't long of course before people started complaining on the forums that party members were all wearing loot gear and were not pulling their weight damage wise. Guess what happened? They were removed.

There was a mythic ring they were trying out, haven't heard anything about it in a while:
Harvester's Hope-Ring
(1 item) Whenever you gather resources from a harvesting node, gain 1 stack of Harvester, up to 20 stacks max. Each stack of Harvester increases your chance of gathering bonus materials by 10%. Removing this ring removes all stacks of Harvester. Harvester does not affect resources gathered with Crafting Surveys or bonus resources received during holiday events.
Closest I can think of currently in the game that provides a form of extra loot by filling up your empty soul gems whenever you kill something:
