Thank you @ZOS_Kevin. I do have a few questions:
- What was the issue?
- Has the resolution and fix been documented to avoid in the future?
- If this didn't show up in PTS, why didn't it? If it did, why did the patch get applied?
To be real honest, I don't expect an answer to any of these questions. I realize that it takes a large amount of courage and humility to admit fault....and frankly I don't know if ZOS has those qualities. Thanks again...here's hoping to playing later today.

The PTS isn't a copy of the live server, it's a separate one they copy account information to every time a new DLC/Chapter is being worked on. You can see this if you like by logging into the PTS (if you're EU, which I think is the region it's on now, if you're NA then you won't have your account copied over), it won't match your live account. It only has the account data it last copied for whichever region it's on at any given time. This post make me wonder:
1. Is PTS a copy of the existing Live server current state , which is then updated to the test patch?
2. If its not what exactly is it that make them believe its a viable test environment?
The PTS isn't a copy of the live server, it's a separate one they copy information to every time a new DLC/Chapter is being worked on. You can see this if you like by logging into the PTS (if you're EU, which I think is the region it's on now, if you're NA then you won't have your account copied over), it won't match your live account. It only has the account data it last copied for whichever region it's on at any given time.
As for your other question, I'm willing to bet it's because there's never enough people on the PTS to actually stress-test things. Consoles don't have access to it and neither do people who play on Stadia, and a lot of people don't even have it installed because it takes up as much space as the live game. Out of those of us who CAN use the PTS, a lot of people tend not to because we rarely see any response from ZOS to feedback and bugs. It makes it feel like the testing is a waste of time, so most people just test things immediately relevant to their builds or play style. Whatever is causing these issues, it probably couldn't be found on the PTS because of a lack of people using it.
