I do not hear the POTC theme, though it is similar.
What I hear is~ the slow guitarish part is a rework of TES3, then it goes into a revamp of TES4, which is what some say is POTC, and yes I hear a bit of the original ESO theme and some TES5.
I might be wrong but, as a musician, that is what I hear.
Just my 2 drakes.

It seems like a nautical spin on the TES theme from the old swashbuckling movies to me pre-dating POTC by a long shot2
