I have changed the camera zoom for both first person and third person, and also pull the camera view back for PvP. It appears to be working the same as always.
In another post, someone mentioned Vertical Offset has an impact and may provide some relief.
I usually have mine set to -60, but moving this above -50 helped some. I kept running into the issue in some cases though, so I think I'm up to -30 now.

no, its not, we've established it has nothing to do with addons - its only for people who decide to alter the default camera angle from the over the shoulder thing to some other angle, be it closer, farther, larger field of view... that kind of thing. and these are all basegame functions. its affecting people regardless of whether they have addons or not.

a positive or negative impact? i remember messing with my vertical offset when i first set the camera to my desired spot, but i don't remember by how much. i'll have to check. i think its around 25 for me

Just an impact -- the lower this setting, the more likely it seems to occur. -60 was an all-the-time thing, -50 and -40 was not-as-often but still happened, and I'm currently at -30 which doesn't seem to be impacting me yet. The lag is preventing me from playing at the moment, so haven't done much further testing.

i may have seen at least one post where someone stated that they had this issue on console but i also may be severely mistaken. i wouldn't be surprised if it wasn't affecting console for whatever reason. as for *why*, well. that's why we're here, isn't it? trying to figure out what the problem is. it does seem that the issue isn't isolated to the cameral merely colliding with surfaces, it does seem to happen only in certain thresholds where the camera is positioned close to the player character, so i'm assuming its a confusion of collision thing where the camera collides with the surface of an object and the player character's hitbox in some fashion. it might not even be the hitbox, i'm not sure, because for me at least the collision point where the camera does this swapping thing seems to be rather large - but i'm also the kind of player to do up close and personal stealthy vampire "always stay hidden in corners" gameplay where i kind of need to have my camera close due to detection reasons, so i can see where npcs are and gauge their line of sight - which goes to show this hasn't been an issue for me for a long time now, with and without mods, i've had these angles untouched since i first changed them, and have had them for at least 2-3 years maybe, 2 minimum - it was only when update 33 dropped that that suddenly changed and its become near impossible to play the way i've gotten used to playing anymore - and it bugs me because i love this game and have spent a ridiculously stupid amount of money on it - including preordering high isle.

There aren’t as many console players here for sure, but I have not heard anyone in zone chat or guild chat mention any problems with the camera. In fact, my guildies were like me - saying how smooth things went this patch.
Remember that if I want to have guild text chat then I have to have zone text chat on too. All the time. No mention of any bugs this patch whatsoever. Dungeon group finder is working, mail is working. Odd that you guys are having these issues and we are not.

I don't know if anyone/everyone has figured this out, but i had "field of view" on both first person and third person set to max (130). I reset to defaults then put the fov back and the camera switching stopped.

Xbox NA and have camera position, offset, and my interface scaled NOT to default.
Noticed while dueling last night (both of us were on stamsorcs) that trying to heavy attack into a crystal weapon or medium attack weave after a dizzying swing were incredibly inconsistent and would seem to swing through the target. Furthermore, instant cast skills were not going off when they were seemingly in range.
