[SOLVED] The Rift: A Business Proposition - cannot start quest

I can't seem to start the quest "A Business Proposition" in The Rift. According to both the UESP and The Elder Scrolls Wiki pages, its prerequisite quest is "Concealed Weapons", which is part of the main quest line in that zone, although I don't see the connection between the two, they appear to be completely unrelated. In any case, when I talk to Turil in the inn in Nimalten, I don't get the quest-related dialog, and cannot start the quest.

I've now done all the other quests in the Ragged Hills part of The Rift, only this one remains open, but I still don't get a quest marker over Turil in the inn.

[SOLVED] I was talking to the wrong quest giver, I needed to speak to Enthis Hlan on the bridge near the inn instead.
