Can't join guilds even thou i only have 4 out of 5 slots filled

So I guess ill have to revive this issue once again. I have been having the same issue for a while. I have 4 active guilds, but when i try to apply for a 5th guild it says that I cannot do that because all of my guild slots are full. I have no pending guild applications and i did not have a fifth guild for over 6 months. I have tried restarting the game, reloading UI, disabling all of my addons, running repair from my launcher and even reinstalling the game on a different computer, but nothing helped.

I have submitted both an in game bug report and a bug report ticket via the official elder scrolls online website. It has been several days, but I have not received any messages yet. I've also attached screenshots showing that I indeed do not have a 5th guild, and no I do not have any pending invitations.

This is apparently a very old and well known issue and from what I managed to figure out the only thing I can do is to ask moderators directly and pray that someone answers.

My ticket number is: Incident: 220216-002947 . Can any moderator @ZOS_GinaBruno help me out?
