On test server (PTS), why am I missing most "Skyshards" and "Skill Lines" options under Crown Store?

Test server (PTS) v7.3.1. Apologies if this was explained, but I did not see it.

Logged-on all 18 characters, then deleted 1 character and created new (level 3) character.

Went to Crown Store, Upgrades.
- Under "Skyshards" only have options for Blackwood, Deadlands, The Reach, and Western Skyrim. (Why just these 4 zones, when I have account-wide achievements for every skyshard in Tamriel)
- Under "Skill Lines" only have options for Vampire and Werewolf. (Why these skill trees, when I have account-wide credit for all skill lines currently sold on "live")

What's up with this? Is this just for PTS, or is this how it is going to be when Update goes "live"? Now, I have never purchased skyshard skill points or completed skill trees, so this does not impact me. But some players create new characters and buy both skyshard skill points and completed skill trees (as well as riding lessons).

It's probably just pts. They reduce the offerings in crown store. Same with the assistants, can't get the cats or crows on pts

I created a bug report regarding this. I'm guessing that due to achievments being account wide, this was an unforseen issue

You can't buy things your character has achievements for.

And now all your characters have all your achievements, so you literally can't buy anything.

An unintended consequence of how they are implementing account-wide achievements.

Except, I have the Achievements for Blackwood, Deadlands, The Reach, and Western Skyrim skyshards on the newly born character, yet those skyshard skill points are available at Crown Store for that character.

Several patch notes ago, there was a small fix done to Stibbons (Houseguest), although he was never available on LIVE or PTS.
