Can you please update what proc sets incur the 1 second cd? Stealth changes

Previously neither flame blossom or calurions caused the 1 second proc set cd, but after testing I can confirm they now do or at least one of them does. I tried them both out together extensively and flame blossom always procs first regardless of which order I equipped them and when calurions does proc it doesn't even play the animation.
According to the old rules neither of these sets should incur the penalty because they both have "warning telegraphs", "minimum travel times", and delays.

Let's not be disingenuous, Caluurion's procced by a stealth melee heavy suffered no drawbacks. That has always been the way this set has been used in PvP, similar to the old Viper burst proc that once strangled the meta. Everything I said was true, I am not being disingenuous. Zos is doing stealth updates and I want to see everything they are changing. Calurions has a warning telegraph by making those torches above your head and the evil lich laugh. It has minimum travel time because its a projectile. Even at melee range it still has to travel. The delay is built straight into the set and lasts 1 second. By the rules that Zos themselves put in the last patch notes this set should not be affected and neither should flame blossom.I wrote a poem that I titled, "The ganker's delight."

This is what you said about Caluurion's in the other thread and I can 100% agree. Doylemish (and I guess now Flame Blossom too) are the latest in a long line of niche proc sets thrown into the dumpster while Caluurion's remains either untouched or further buffed, the devs seemingly completely unaware that it has no drawbacks in melee range and is absolutely a "burst proc" in that situation, the only situation it's actually used.xxslam48xxb14_ESO wrote: »Meanwhile calurions does more damage and lands before people can break free and dodge...
