I haven't played through any of them totally as I am usually too busy leveling alts in the starting zones.
I cannot give my opinion here, even though I have been an eso+ sub for a while I am sure I haven't completely done of these areas yet; looking forward to them all though.

I do get a glimpse of some of them during events, but I am much more of a smell the flowers player so ask me again in 4 years :).

Wrothgar gets top vote for fully fleshed out zone. I’m pretty sure you can enter every building, none of them roped off like in other zones, plus no stinking loading screens for them either. Lots of lootables as well. I wish all the chapters were that detailed.

Elsweyr because my main is Khajiit and I always wanted to see her homeland. The dragons were so epic, the battles intense. The chapters haven’t been the same since, I mean how can you top that? I remember chasing the dragons as I saw them fly around, trying to get to the battle in time. Moonlit Cove was such a unique and mesmerizing delve, I tried to recreate some small part of that in one of my houses.

So I suppose I’d rank Elsweyr #1 for total enjoyment and Wrothgar #2 for best design/detail.
    Khajiit Stamblade main
    Dark Elf Magsorc
    Redguard Stamina Dragonknight
    Orc Stamplar PVP
    Breton Magsorc PVP
    Dark Elf Magden
    Khajiit Stamblade
    Khajiit Stamina Arcanist

    Greymoor/Markarth
Greymoor and Markarth are so underrated. Super impressed with how well they visually recreated Solitude and Markarth. I wish I could copy and paste them into Skyrim of old. Love antiquities, the quests, the furnishings, the log cabins, the snow drifts, the harrowstorms, my vanishing speedy vampire khajiit, nearly everything the Chapter had to offer. Saving half the side quests for the long sought after day they add difficulty settings to Overland, so I can play this thing as its meant to be played.

    Vvardenfell
Vvardenfell for me, with Summerset, Wrothgar and Murkmire very close behind. I don't dislike any of the DLC's apart from Greymoor (rushed, terrible plot, saved Whiterun for yet another SKyrim expansion, half the time spent in a hole in the ground, looks REALLY bad compared to Markarth).
So they raised the floor and lowered the ceiling. Except the ceiling has spikes in it now and the floor is also lava.

    Murkmire
I was tempted to vote Vvardenfell, simply for the layout of the crafting stations and the outddoor bank.
    The rest I nearly don't remember. B)

But actually it is Murkmire for sure. <3

I just really have loved all of them in honesty, I have characters from all over Tamriel so each area feels relevant and I've enjoyed each zone. Had to pick one so selected Vvardenfell.

    Gold Coast
Too many to rank, so I put them into groups: Great, good, bad.

    Great:
    Gold Coast
    Wrothgar
    Clocwork City

    Good
Hew's Bane (would be better were it not for the number of bugs in the Heists)
    Vvardenfell
    Blackwood
    Elswyer

    Bad
Summerset (A little too much Disney Princess World for my taste)
Greymore/Markarth - possibly the most boring main quest line in the game and Blackreach was a major disappointment
Murkmire - uh...so bland I can't even remember anything about it

    Wrothgar
Wrothgar was my favorite. It was just an awesome time in the game for me as I had a great group of friends playing together. Chasing vMA at 300CP back in the day was so much fun. What an amazing feeling that first time you beat it.

    Greymoor/Markarth
That was hard because there are three (or 6 if you are separating chapters from DLC) that I enjoyed most: Morrowind/Clockwork City, Greymore/Markarth, and Blackwood/Deadlands. They had the most memorable characters, and to me story is about the characters. I actually felt moved by Vivec's impending mortality, and Sotha Sil is pure awesomeness. How can one not love Arox, or find Lyranthe's motivations interesting? The new toon I made for Greymore fell hard for Fennorian, and Verandis Ravenwatch is also just pure awesomeness. In the latter two I got tired of the princess trope because it was already done in Elsweyr, but the mentioned characters more than made up for that. I loved them all.

    Summerset
Summerset for me. I may be biased as it was my entry point into the game as I bought the Collector's Edition. But the locale is superb and as an Aldmeri character, I loved the story and I mean, come on.. Raz is just the best.

    Wrothgar
Gold coast is VERY close behind. I'd say 99 points for GC and 100 for Wrothgar (for example, not in a percentage of perfection lol).
I'm not a big fan of Wrothgar's environment, and I'd take any imperial zone over anything, I liked Leyawiin, I LOVED gold coast and seeing Kvatch in its prime, and I'm looking forward to Skingrad, or maybe some post-three banner war Cyrodiil with Chorrol and Cheydinhall back in order.
I just wanted to be an imperial defending Cyrodiil from all three barbaric banners, shame there's no choice for that but this isn't the point lol.
I loved Wrothgar's story in terms of quality, the issue is merely political, no end-of-the-world threats that mean nothing because the game is a service that needs to continue (Yes, you stopped the planemeld! Now go close this anchor that keeps dropping for whatever reasons), so finishing its story actually felt like you did accomplish something, and the political intrigue was also pretty cool, when I started it I never expected the twist after the first siege.
The story from thieves guild and dark brotherhood are also in the same line, you can finish them and feel like what you did mattered.
But to me, stopping a daedric invasion, and then just seeing them still invading is a huge deal-breaker in terms of importance of your actions. I'm ok with the story from Blackwood, but I can already tell that once I'm done with it, I'll still be seeing portals to deadlands showing up. I'm sure geysers will still show up after finishing summerset, and I'm sure dragons will never leave Elswheyr.

That said, I chose wrothgar over gold coast because in terms of story, I like being more aligned to political issues rather than illegal club issues lol (after all, dark brotherhood and thieves guild has always been about restoring those guilds to their glory). Wrothgar was more about installing a king and then deciding the fate of the city. The world won't end if you fail. But once you're finished with the story, the game can actually continue with your actions instead of finding any excuse to keep spawning whatever main issue was to begin with.

I just hope the new expansion is less about world-ending threats and more related to "local issues" that can be closed once you've dealt with them.

But I'm just judging this based on story and player actions related to such.
The vamp rework from the skyrim dlc was pretty cool (but now I'm starting to see how much vamp needs another major rework, they're in the right path, but so much of it is still a letdown).

    Clockwork City
Vvardenfell completely enchanted me, loved nearly all of it and was the first area I completed 100%
Summerset was a fantastic update I will remember dearly. The community was at a high. Psijics and all the lore and story.

Clockwork City was so incredibly unique though. It was less varied and smaller, but I fell in love with it the moment I stepped into the realm. The concepts, the writing, Seht, the surprisingly goofy sideplots... the MAGIC! I still get a weird feeling thinking of the giant gears in the starry sky.
