Plaguebreak, Maarselok other disease damage procs are not critting. Intended?

Is there something wrong with critical damage and disease damage procs? My other proc sets like Grothdar, which is flame damage seems fine, but these two sets are not critting at all.

Not all of the sets will crit. The quoted section below is from the patch notes.

Item sets that scale off Weapon Damage, Spell Damage, Max Magicka, and Max Stamina can now again Critically Strike. Item sets that scale in order of magnitude, or based on additional modifiers such as Relequen or Zaan, will not critically strike. Many of these sets have received adjustments to their power as well. ...

The patch notes includes lists of the sets.

Nice catch.

That explains maarselok, but wondering why the dot on plaguebreak doesn't crit then. I understand the order of magnitude applies to the explosion part of plaguebreak, but the dot is what I'm referring to. It doesn't scale in magnitude.

Rather than piecemeal the set effects, they made it so that the entirety of the set will not crit.
