Because not only does it make it likely to require more crates to get all seven pieces, but it also makes it more expensive for players who want the set using gems or Seals.
At a certain point, the marketing manipulation just gets so obvious. It's not that I expect ZOS to not be a business, but sometimes I just shake my head at their monetization. Gotta wring every penny out, I guess.

There is a failure to grasp the difference between a need and a want, I think. To differentiate betwen an actual necessity and something that you desire. I 100% disagree. As someone who plays to have cool things to use and look at, its completely necessary.
Imagine how ESO would look if none of the stuff in the crown store existed. The game would be visually boring as heck.

Pre-purchasing unknown products and buying boxes with unknown items, and then asking why your expectations are not met.
