It's giving the enemy immunity to fossilize even after CC immunity ends.

Hopefully. But I'd guess ZOS developers are all busy scrambling to put together the next big PvE update to care much about fixing old problems like leap. I haven't encountered the endless cc immunity glitch yet personally but a friend mentioned it a few times0 -
AinSoph✭✭✭✭✭This was the poison that allowed Moon Hunter to stack an extremely high amount of W/SD before they changed the set and the poison (in that order, for some reason). I wouldn't be surprised if it had a few bugs around them lingering about.0
