Yeah, sometimes they are. Especially in Blackwood where Eveli is spelling everything out for you for some reason.
On a serious note, I think they add this kind of questions for lore exposition for newbies. The game assuming you have previous knowledge of the world is an unpopular questing design these days I suppose.
