seems redundant now that light armour pen is for everyone and anyone can wear medium armour.

Fair point here.

Tank monster sets in generel could use some love.

DPS and healer monster sets can crit now so maybe a slight stat boost to tank monster sets would be okey, yes?

The point is probably moot since light armor builds won't really need the additional penetration, but IMO to be consistent this set should debuff physical and spell.
