2021 Midyear Mayhem items are unobtainable

Currently was testing out the availability of old Midyear Whitestrake's Mayhem pages and I cannot get the missing Ebonsteel Knight pages from the Bag of Veteran's Glory. It appears to still give the Legion Zero and Second Legion pages, because I have collected them before, but Ebonsteel Knight pages (and perhaps even Alliance Banner-Bearer pages) don't seem to be added to the loot bag.
