I think they mean more that one of the sets need to be different. Really, Eagle Eye needs to go back to impacting bow damage. Maybe they could have it augment ranged physical damage rather than all ranged damage.
I doubt they will ever add in set pieces for Eagle Eye. But it is still a viable set to use for all ranged damage withe just running it on jewelry only.

Yeah but ranged stamina can choose between these two sets while ranged magica is left with just Wrath of the Imperium which is weaker. But sadly since Eagle Eye wasn't updated when they have changed it last time, I don't have much hopes they will change it this time.
It’s still a matter of one is a Stan set the other is a mag ..while similar they are still different..rsc on jewelry is max stam other is max mag..those aren’t hybridized.so unless you’re going out of your way to transmute or reconstruct you are going to pick the one proper for your build.
