So I'm theory crafting a light attack build with Belharza's Band. With the change to how it works, it might be worth while to proc the second effect if one thing works, but I'm not gonna test it until it releases unfortunately so I come to the forums to ask first:
The band says you gain a stack when you perform consecutive light attacks. It no longer requires you to heavy attack, and it no longer requires all 5 to be consecutive (supposedly). Can you perhaps light attack, light attack weave with Wrecking Blow and repeat, then after 5 repeats of this trigger the ring's effect?
Now the light attack build I have in mind. I'm thinking sorcerer, since slotting the sorcerer skill "Bound Armaments" increases light attack damage by 10%. As a close second choice, I was thinking templar since solar barrage gives Empower for 10 seconds, meaning I'd be able to use dual wielding instead of two-handed. Racial choice would be something that benefits a stamina dps; Khajiit probably. 2handed front bar if Sorc or dual wield if templar, and maelstrom inferno staff backbar. 2 piece molag kena, belharza's band, 5 piece either Blood Moon or Noble Duelist, and 4 pieces of something that gives crit rate, a la Leviathan (increases stam as well), Tzogvin (the pen is good), or Vicious Serpent (minor slayer is nice). This could also be used for a werewolf obviously, though I think it'll be decent as just a casual build without being a werewolf just fine.
The rotation would be something like buff + wall of flames, swap bars, then light attack + light attack + Wrecking Blow, repeat with casting the proc of bound armaments when it comes up (after the second wrecking blow each time), rebuffing and wall of flames when necessary. It'll need some TLC, and of course a werewolf build would be a bit different (I believe the slot passive of Bound Armaments might work in ww form, I'll needa check to see).
