Keep its effect, lower its damage by 15%, change it into a buff that lasts 20 seconds, has a 33% chance to apply bonus damage to your light and heavy attacks.

ZoS is getting rid of as many "Chance" based sources because it adds to server calculations. The whole "token" method is much better and doesn't have to do constant "checks" for things. I've noticed a huge improvement to server performance this year after these changes started rolling out.

Fine, then make it another generic "Empower for X seconds" buff like Solar Barrage. I hate the way this ability works now. I have the same problem with Imbue Weapon, the timers are way too short to make use of it for me.

I'd add the functionality to "skin" any class as another.

Like the playstyle of DKs, but wish the whip was made of lightning? Wish you could zip around as a ball of yellow light instead of a bolt of lightning? What about summoning a grisly zombie bear? You could, by applying the "skin" of one class onto the other.

It'd be one way of finally getting a proper ranged fire-mage.

I like it, makes it less MMO, and more RPG. But that's why it'll never happen. I'd love to have variety of spells but with different element "flavors", but this game was built as a cookie cutter MMO with TES lore and visuals slapped on top. If it were anything like the single player games, we'd have far more free range in spell/abilities selection like I have mentioned in my previous comment. Oh well. \o/ Someday ESO is going to lose it's grip on my soul and I'll be able to justify enough bad things to outweigh the good. They're making progress with the hybrid updates next patch though. So that's nice.
