Weapons/Armor Damaged with no consequence

Hullo, Curious as why damaged armor gets no decrease in performance till 0%. And weapons don't get damaged at all. Just thinking it might make some of the skill lines more important to fix on the fly or make carrying repair kits more useful. or just annoying? Guess that would make PvP a lot more stressful as one sees their…
