Negate Bug

So I don't think I've seen a thread about this on here but is it intentional that you cannot negate a negate anymore? I'll admit that's a pretty interesting change to the combat (one that actually might be fun to play with) but it has huge implications for pvp and I didn't see it acknowledged anywhere officially.
