Yeah it's because we used to be able to do all of his quests each day but they have recently cut that down to just 1 to be inline with other dailies. What they didn't do is also cut down on how many we need to do what you are talking about. So basically - oversight...
The sad thing is, if we don't get enough people here on the forums talking about this - it wont change.

It doesn't matter how many you're or were able to do each day. 150 is still a lot no matter how you look at it. I don't play this game all day or every day. Hey, God bless and more power to those that can.
Granted, ZOS and the devs have put in phenomenal time and efforts in this game, as there are so many quests and things to do. That is just it. I don't have time to put into this game as I would like. Heck, the other 30 days dailies are already daunting for me to do. It has taken me over 4 months just to complete certain ones of the other 30 days dailies, and I still have other DLCs' ones to get to.
How hard can it be to reduce the amount? Surely, they can make the change as effortless as putting all new stuff on the crown store or making changes and nerfs to characters and skillsets as things have been. Come on..

Sometimes even the former gets messed up, as this person witnessed - their character got corrupted when fixing an achievement.
