I really like the idea, and it can be beautiful - for a while.

After spending some time there, it becomes increasingly unsettling and disturbing in a very subtle way. It's the Uncanny Valley done on purpose.
So I leave to go somewhere else, where the kagouti don't make robot noises, where the trees don't have a metallic glimmer, where the water splashes instead of making an oily "plum!" sound, where there is no clockwork in the sky.

Unfortunately, there aren't many reasons to come back regularly.

So glad it’s not just me that feels like this about Clockwork City - can’t stay for long.

Which just shows that the devs did a damn fine job!

What any zone really needs to be popular:

Convenient crafting stations next to a player house, bank, daily writ quests, and turn in location.

Extra points if the horse leveler and guild traders are also convenient.

IMO, Sets, leads, and motifs will contribute to short term popularity, but convenience is king for long term popularity.
    Playing since beta...

I wish there were more reasons to go back to Clockwork City too. Despite the sad undertones and polluted landscapes, it is such a unique and beautiful zone with one of the best stories to date. The only regret is not being able to have more to explore in it. It is one of those rare places in lore which Elder Scrolls fans craved to see or hear more about; Not more of the same, but unexplored aspects of lore. This was also the last DLC that Nocturnal was edgy and mysterious before Summerset. I think it would be cool to explore Evergloam.

Which is why all roads lead to Rawl'ka
Tenesi Faryon of Telvanni - Dunmer Sorceress who deliberately sought sacrifice into Cold Harbor to rescue her beloved.
Hisa Ni Caemaire - Altmer Sorceress, member of the Order Draconis and Adept of the House of Dibella.
Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.
    ***
Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis
