Constant defaming and slander in zone chat by private individual

I have reported a player (whom I will not name for obvious reasons) multiple times for harassment.
This player defames and slanders our guild and our guild members. He spreads false and slanderous information about us in the zone chat and whispers our members to make them leave. He also whispers to group members when we have a group in Cyrodiil, making them leave our group. He targets specific members of our guild in the zone chat. He spreads lies about them and constantly defames our guild. I have reported him multiple times with screenshots and all but he is still doing this. His targetted harassment has to stop. We have asked him multiple times, but he doesn't stop. He is clearly in violation of Code of Conduct section 2 paragraph 2 and TOS section 8 bullet point 7. Yet, he still is in the game and continues to slander and defame our guild and guild members (even when we are not online).
Please review my report ticket because this HAS TO STOP. It is literally killing our guild and make members of our guild leave us and the game.
