Having tested the staff damage change from 8% to 10%, it's still not quite enough to make staves worth using over DW, at least on standard magplar.
An inferno staff resulted in nearly identical tooltip values when compared to DW daggers with nirn / precise. DW won by a miniscule amount. This part is close enough. Except DW benefits all attacks, and not just ST or AoE.
Another problem is that DW in this config has 3-4% more critical chance. On live, staves win out for PvP due to range capabilities. In PvE, DW is superior. Now that light armor grants physical pen (for some unfathomable reason), DW gains ground right back by having better light attack damage output. On live, this is a benefit to staves, but on the PTS, it's a wash.
With these changes, staves lose on raw damage, how many sources the damage is applied to, crit chance, and no longer have superior light attacks. 10% isn't unwelcome, but is it enough?
Also my magplar has more physical pen and crit than my stamplar now. Soooooo that's... an interesting design choice. It's kind of sad and kind of hilarious that after begging for physical pen for what seems like forever, ZOS added it to light armor. Jesus.
Anyway, I'm not sure how to bring staves in line, or if it's even strictly necessary. I don't mind dual wielding on my magplar, and the superiority of staves in PvP gives them a nice balance. Maybe adding some crit to staff passives would help? At this point, it's a net zero on PvE and a very minor buff for PvP. We'll need any damage we can get with battle spirit getting 11% more mitigation and everyone running flare for major protection...
