Monster Mask outfit styles

In the 7.1.0 patch notes, it reads
As far as I am aware that wording has not been used in previous dungeon DLC patch notes. Is there a change to when monster masks/ shoulders outfit styles will drop?
Obviously, previously they could only drop whilst the arms pack were available in the crown store as they were inviolably bound to each other.
Is this an intended change to when they will drop? As the notes suggest they will always be available to be dropped, just rarely, and that you will be able to drop the shoulder style page from the boss rather than getting it from the undaunted enclave.
Additionally, is this the plan going forward and if so will this be changed with previous monster mask outfit styles?
Later in the patch notes, it does read
Which she doesn't offer yet, however, it does seem ZOS is moving away from the monster mask outfit styles only dropping with the weapon outfit styles in the crown store.

The "Prior Thierric" helm and shoulders can rarely be obtained by completing the dungeon Veteran Red Petal Bastion.
