Of course I'm not going to use half the stars in there, but that does not mean that those stars are useless to everyone. More novice players don't really care for all kinds of fancy perks making them more nimble and flexible, they just want to stay alive.
PVP and PVE players have clearly different needs in tanking with the addition of things like crit and way more dynamic battlefield.
And among same level of tank there are even differences due to different playstyle, or even different needs depending on the trial you do.
A 1 size fits all isn't the way to go imo, but building around your specific style is. That help you understand your style and level more than just being able to blindly copy a build and be done with it till next patch where you add some more CP somewhere(the very old system).
Though, I do agree that 4 slots might be a bit low with the amount of stars we have now. I think 5 slottable start would eleviate some of the uselessness of all the CP you get past 1000.

False - The original CP was frontloaded to hell and capped for years while power crept along beyond belief because of OP gear sets and poorly thought out attempts at balancing. 1.0 contributed almost nothing to power creep for 2/3yrs or more - the myth it did has been sold by ZOS to justify this watered down and thoroughly underwhelming excuse for an endgame system where they continually reduce our power and options elsewhere to be sold back to us via slotted stars.
They are the used car salesmen of game systems. They will continue to add gimmicky slottables shaving off power from other essentials that will still be ignored for the basics in both blue and red because those things should be passives in the first place.
Maybe the game is more performant with this system and that’s just fine - but don’t sell it along with a pack of lies about choices and options that is just a greasy way to say we’re railroading your builds from now on because your “choices” are all that’s left after we remove enough options.
