Then how do you explain the fact that new content is released with known unresolved bugs that were reported weeks or months earlier while on PTS?

I just did. The devs, the creators, programmers, writers and visual artists want to do the best they can, I am sure. But they are not let up to their own devices - they are managed by people who are in turn bossed by people who want to see fast bucks, no matter what.
This is not just a ZOS-problem, this is a problem in many big gaming companies owned by greater companies. Gaming means big bucks, which means that the stock market wants to invest to partake of the winnings. They do, however, want to get there with as little investment as possible, and they HATE delays. If the quality suffers, so be it, because to them gamers are just dumb consumers that will buy whatever the gaming companies give them. This has been proven wrong on occassion, but truth is, as long as we pay, the men at the top just don't give a flute. They are just as happy overworking sweatshopers in Bangladesh as programmers in the US, as long as the money keeps rollin' in. :-/

It's not uncommon for people to post random things in maintenance threads to help pass the time, but once again we're being silenced.
